How can I create a homemade Minnie Mouse costume?

I am in a musical, and I am playing the role of Minnie Mouse. Any ideas as to how I can succesfully pull of this character?

2. first black pantyhose you can get a red dress from a thrift store(second hand store) spray paint big red dots on it, second get some white gloves and for the. and for the dress to puff out. you do the thinking on that puff out dress part. and you can make the big bow with a scarf and also find some white shoes.
